Before WWII he was stationed in China and used to patrol the rivers similar to the movie "Sandpebbles" with Steve McQueen. He almost married a Russian refugee from the Russian civil war who was stranded in China. Later in life he regreted not doing so per comments he made to his nephew Mike Loughman. Per the 1920 US Census, Bill was a CHIEF Quartermaster at the US Navy Yard in Philadelphia - at the age of 24, great achievement.
